Councillors have agreed to fully insource the environmental services contract.
The existing contract with Amey ends on 30 November, so from 1 December the council will be delivering services as a Direct Services Organisation (DSO).
Services provided through the DSO will include waste collection, street cleaning, grounds maintenance, park and all land management, highways maintenance and winter maintenance.
The aim is to provide a better service for residents.
Originally the council was going to set up a teckal company which would be able to bid for commercial work outside of council services.
On 18 April, councillors agreed to focus fully on the operational and administrative control of the contract.
Some commercial services will be pursued through existing council contracts.
